On March 25, 2004, the Senate passed H.R. 1997,  the "Unborn Victims of Violence Act", by a vote of 61 to 38. The ACLU opposed this legislation because it seeks to endow the fetus with legal rights distinct from the woman who has been injured and this unprecedented elevation of the status of a fetus in federal law erodes the very foundation of the right to choose.
