H.R. 3495, the Women's Public Health and Safety Act
On Passage
House Roll Call No. 524
114th Congress, 1st Session

Passed: 236-193 (see complete tally)

On September 29, 2015, the House passed (236-193) H.R. 3495, a bill that would undermine the Medicaid free choice of provider provision, which guarantees patients the ability to seek family planning services from any qualified provider. The ACLU opposed H.R. 3495 because it would give states virtually unchecked power to exclude women’s healthcare providers from participation in Medicaid if they perform or participate in the performance of abortions. This would allow states that are hostile to a woman’s right to abortion in general, and to Planned Parenthood in particular, to target women’s health providers with impunity, and would have a devastating impact on access to care for millions of low-income women and men.
