On October 8, 2004 the House rejected by a vote of 203 to 210 an amendment to H.R. 10, the 9/11 Commission Implementation Act, that would have removed an anti-immigrant provision from the bill that allows deportation of non-citizens who have been in the country for less than five years without a hearing. The ACLU opposed the anti-immigrant provision because it would deny immigrants basic judicial review over unfair, arbitrary or otherwise abusive deportations and was not called for by the 9/11 Commission. The ACLU supported this amendment, which would have protected immigrants' rights. (Roll Call Vote No. 521)
