On March 13, 2003, the Senate passed S. 3,  the "Partial-Birth Abortion Ban Act of 2003",  by a vote of 64-33. The ACLU opposed this legislation because it removes doctors' discretion to use the abortion method safest for their patient, lacks a provision necessary to protect women's health, and is so overbroad that it would prohibit the safest and most common second-trimester abortion procedures.
