On September 9, 2003, the House accepted by a vote of 209-208 an amendment to the D.C. Appropriations bill (H.R. 2765) that would authorize the first federal school voucher program. The ACLU opposed this amendment because it would finance discrimination in education, undermine local control of education and force all taxpayers to support religious beliefs and practices with which they may strongly disagree.
