On July 7, 2016, the House passed (223-192) an amendment from Rep. Gary Palmer (R-AL) to H.R. 5485, the FY 2017 Financial Services and General Government Appropriations bill, to block D.C. from carrying out the Reproductive Health Non-Discrimination Act (RHNDA). The ACLU opposed the Palmer Amendment because it would block the use of funds to carry out implementation of RHNDA, a local law that ensures that employees in D.C. do not face workplace discrimination on the basis of their reproductive health care decisions or those of their family members.
