On December 16, 2005, the Senate rejected a motion to invoke cloture and expedite a vote on H.R. 3199 , the USA PATRIOT Improvement and Reauthorization Act of 2005, by a vote of 52 to 47. Sixty votes are needed to invoke cloture. The ACLU opposed the cloture motion on this bill because reasonable, necessary safeguards to protect civil liberties, such as standards for individual suspicion and limits on secret searches, had not been added.
