On September 22, 2015, by a vote of 54-42, the Senate failed to invoke cloture (60 votes required) on the motion to proceed to H.R. 36, a bill that would have banned abortion nationwide beginning at 20 weeks post-fertilization. The ACLU opposed the bill because it would interfere with a woman’s most personal and private medical decisions and violate fundamental constitutional principles by banning abortion prior to viability and failing to include an exception to protect a woman’s health.
