On August 3, 2015, the Senate rejected the motion to proceed to S. 1881 by a vote of 46 to 53 (60 votes were needed to proceed to consideration of the bill). The ACLU opposed the motion and S. 1881, which would have prohibited federal funding to Planned Parenthood Federation of America and its affiliates, subsidiaries, and clinics. The legislation would have devastated access to the critical health care services Planned Parenthood provides to 2.7 million patients every year, including routine exams and cancer screenings, HIV and STI testing, and contraception.   The legislation was introduced in response to an aggressive video attack campaign against Planned Parenthood, and targeted Planned Parenthood because it provides abortion services, even though a misguided federal policy already prohibits the use of federal dollars for abortion in all but extremely limited circumstances.
