On June 4, 2003, the House passed H.R. 760, the "Partial-Birth Abortion Ban Act of 2003" by a vote of 282 to 139. The ACLU opposed this legislation because it removes doctors' discretion to use the abortion method safest for their patient, lacks a provision necessary to protect women's health and is so broadly defined that it would prohibit the safest and most common second-trimester abortion procedures.
