On May 15, the House passed H.R. 1735, the FY 2016 National Defense Authorization Act, by a vote of 269-151. The ACLU opposed this bill due to the inclusion of onerous and unwarranted transfer restrictions that would effectively block the closing of the Guantanamo Bay detention facility and allow indefinite detention without charge or trial to continue.
