On June 14, 2013, the House adopted Amendment 19 of H.R. 1960, the National Defense Authorization Act, by a vote of 236-188.  The Amendment was sponsored by Representative Walorski (R-IN) and places a ban on the use of funds to transfer Guantanamo detainees to Yemen for resettlement or repatriation.  The ACLU opposed this amendment because it would significantly impede the military’s ability to close the prison at Guantanamo Bay, and prevent the transfer and release of most of the 86 detainees – more than half of whom are Yemeni nationals - who have been cleared by all national security agencies.
