On May 14, the House adopted amendment number 15 introduced by Rep. Jackie Walorski (R-IN) by a vote of 243-180. The ACLU opposed this amendment because it would extend all of the Guantanamo Bay transfer restrictions for two years, instead of one year. It would also add further restrictions to take away authority now held by the Secretary of Defense and transfer it to the Director of National Intelligence, bar the Secretary of Defense from using a national security waiver for nearly all of the detainees currently left at Guantanamo, and bar transfers to Yemen, even for humanitarian relief of any desperately ill detainee.
