On June 19, the Senate rejected Lee amendment 1208 by a vote of 39 to 59.  The ACLU opposed the Lee amendment because it would have delayed legalization of millions of aspiring citizens by requiring Congressional approval and ratification of various border security measures, including fencing, at various stages of the legalization process: first, before DHS could even begin processing legalization applications, and then before DHS could adjust the status of aspiring citizens.  This would in effect have held the legalization process hostage to partisan politics.
