On June 13, the Senate agreed to a motion to table Grassley Amendment 1195 by a vote of 57 to 43.  The ACLU supported the motion to table the amendment, because Grassley 1195 would have unnecessarily delayed the important legalization program in the bill by barring the Department of Homeland Security (DHS) from even beginning to process applications for aspiring citizens until the Secretary has certified that DHS has maintained effective control of the Southern border for at least six months. The base bill, in contrast, would allow DHS to start processing applications when the agency begins implementing border security measures.
