On February 7, 2013, the Senate rejected a substitute amendment offered by Sen. Grassley (R-IA) to the Violence Against Women Act (S.47) by a vote of 34-65.  The ACLU opposed the substitute amendment because it omitted protections for LGBT individuals and added several new provisions, such as mandatory minimum sentences for aggravated sexual abuse, a new aggravated felony for drunk driving under immigration laws, and an expansion of existing cyber-stalking laws that would violate the First Amendment.
